CapchaBanking is a bundle of tamper-evident (not tamper-proof) evidence and verification services for institutions moving money or making compliance decisions. It never touches, holds, or moves a single dollar — it seals proof of what happened, what was decided, and what a reserve balance looked like at a point in time, so a bank, auditor, or examiner can independently check the record later without trusting CapchaCloud's word for it.
ISO 20022 and settlement-leg sealing prove the exact bytes of a message or leg existed at a given time — never that the payment itself was valid, reconciled, or reversible.
An advisory allow/deny/review against a tenant's own rules, optionally checking named parties against a real OFAC/SDN list. Advisory only — never enforcement, never a regulatory verdict, and a screening "clear" is an exact-name-match result, not a clearance.

Compares issued liabilities against the latest attested reserve figure and publishes a signed coverage ratio. Redemption certs can bind to that live figure — proving what the public ledger said at request time, never that funds actually moved or that reserves were independently audited.
Composes sealed evidence into one signed certification, optionally co-signed by independent Ed25519 keys. The Spine (CapchaCloud's own second Worker) is registered as one such cosigner — an internal, not independent/external, cosignature — and its chain head is periodically witnessed into this system's own audit chain.

Platform flag on; sweeps only tenants who explicitly opt in
(monitor_config.enabled=1) via the daily cron. Detection + sealed evidence
for human review only — it takes no action on any transaction: no block,

Tenants opt in via POST /api/v1/examiner/cadence; the daily cron then seals a
coverage snapshot (evidence of ledger state — never a new reserve figure; only
the tenant can attest), flags overdue attestations, and opens a monthly external-cosign slot.
Snapshots inherit the daily block's RFC 3161 + Bitcoin anchors.
